It may take two to tango, but it takes a lot more than that to achieve good price formation. And, as good price discovery is at the heart of public confidence in financial markets, it’s essential to get these things right. Yet price formation in financial markets is evolving, as high-frequency trading, novel markets, and increasingly fragmented liquidity pools reshape the market-structure landscape. As trading activity becomes increasingly bilateral and segmented across multiple venues, how can exchanges continue to support robust price discovery and ensure that market makers can function on exchange? How does the reduction of intraday activity and increase in use of the closing auction affect the equation? Session 7: How Strict is too Strict? Rethinking the Listing Proposition
Public markets are critical to capital formation and economic growth, yet companies of all sizes face increasingly complex choices about how to raise capital, and global IPO activity has fluctuated over the past two decades. In response, the WFE created the Listing Stringency Index (LSI), a unique measure that quantifies and compares IPO listing requirements across 40 WFE member exchanges and nine regulatory dimensions. How does the regulatory environment affect a company's willingness to IPO, and what other factors determine whether it chooses to list? Is the equity culture itself in danger? What does proportionate disclosure look like, particularly for smaller issuers? When does a "lighter" approach risk making assets less investible? Are audit expectations deterring issuers, and should the focus be on proportionate requirements or improving access to appropriate audit services? As new digital asset models emerge, trying to bypass systems of transparency altogether, what does this mean for issuers seeking an exchange listing?
